19. Cleveland Cavaliers

Before the past couple seasons -- known as LeBron James' return -- the Cleveland Cavaliers were stuck in a rough patch. After the aforementioned King James left town at the conclusion of the 2009-10 season, the Cavs missed four straight postseasons.

They also missed out on the playoffs in four straight prior to James' arrival to the league.

With and without LeBron, you get the gist. It's been up and down in The Land, so all in all, the Cavaliers have been mediocre since 2000. They're 24th in effective field goal percentage, 18th in nERD and only slightly better defensively, with a ranking of 16th in defensive rating.
