Brock Osweiler is not a good NFL quarterback. His -0.18 Passing Net Expected Points (NEP) per drop back is the 10th-worst among passers with at least 20 drop backs this season, and his -0.04 mark in 2016 ranked 40th among the 48 with at least 50 drop backs.
As we've seen time and time again, though, real-world ability is not a prerequisite for fantasy production. Osweiler topped 15 fantasy points five times last season, and it won't take a huge game to return solid value since he's a minimum-priced player.
His matchup this week is also about as good as you can ask for.
The New England Patriots are allowing the league's most FanDuel points per game (22.3) to opposing quarterbacks, and they rank a lowly 27th in Adjusted Defensive Passing NEP per play. They have held only one opposing quarterback to fewer than 17 fantasy points this season, and at this point, there aren't any starting quarterbacks that wouldn't be worth serious consideration for minimum salary against the Pats.
