Out of everyone on this list, Jake Locker is likely the most known quantity. You know what he's going to give you - average to above-average performances, with some unexpected points coming out of the ground.
What's changed in Tennessee, however, is two-fold: one, Chris Johnson and his soul-sucking inefficiency is gone, and two, he's surrounded by two up-and-coming receivers (Kendall Wright, Justin Hunter), who are both on the precipice of being an elite tandem for years to come.
The jury is still out on whether or not their defense can play as well as they did against the Chiefs, and it's fair to wonder if the running game is really all that improved. What you can't debate, however, is that Wright is extremely underrated, giving Locker a much needed primary receiver and the potential to be a great streaming play when and if you need him.
