Pierre Garcon had a promising, though unexciting, start to the season last week, catching 6 of his 8 targets for 74 yards. He may not give you 2013-levels of production, when he lead the league in receptions, but with DeSean Jackson out with a hamstring injury, Garcon is the top wideout in Washington.
Kirk Cousins had an encouraging start to the year, finishing in the middle of the pack ranking 16th out of 35 quarterbacks with a 0.12 Passing NEP per drop back. Cousins doesn't have a solid track record in terms of analytics, but he can be at times an efficient enough passer that he doesn't automatically detract from Garcon's value.
Garcon doesn't have a ton of upside this week -- Vegas projects Washington to score only 18.75 points -- so he likely won't have many chances to find the end zone, but he should rack up a high number of targets, giving him a solid floor.
