The most important factors to consider when choosing a fantasy defense to start are whether the team is at home (check) and if they are favorites to win (probably check). If the Bucs -- their opponent -- go with Jameis Winston as quarterback again, Carolina's D could really rack up the turnovers, and even if Ryan Fitzpatrick gets the nod, he's capable of tossing a few picks, as well.
The Bucs have been a high-scoring offense, which makes the Panthers a bit of a dubious play, but 20.5% of Tampa Bay's offensive drives have ended in turnovers, the third-highest rate in the league. Even if the Bucs put up points against the Panthers, the Panthers D/ST should be able to have a good fantasy week with the support of those turnovers.
